Państwowy Fundusz Rehabilitacji Osób Niepełnosprawnych - organizacja i jej patologie

Abstract

Na łamach niniejszej pracy przedstawiono struktury Państwowego Funduszu Rehabilitacji Osób Niepełnosprawnych oraz wskazane zostały sytuacje patologiczne jakie mają miejsce w tym funduszu celowym. Materiałami badawczymi były raporty pokontrolne Najwyższej Izby Kontroli oraz informacje dostępne na portalach internetowych. Przeprowadzona analiza źródeł wykazała na wiele nieprawidłowości i działań niezgodnych z zasadami gospodarności oraz racjonalnego gospodarowania środkami publicznymi. Po ukazaniu sytuacji w PFRON oraz przykładów nieprawidłowości w innych funduszach celowych przedstawiono autorskie propozycje zmian, działań naprawczych oraz sugestie ulepszeń. Działania te mają na celu poprawę funkcjonowania funduszu oraz lepszą realizację założonych zadań i celów.

The thesis presents the structure of the State Fund for Rehabilitation of Persons with Disabilities (PFRON), and the pathological situations which have been taking place in that fund. Empirical materials consist of reports and follow-up documents of the NIK (Supreme Chamber of Control) and the informations available on Internet portals. The analysis revealed the sources of many irregularities, and actions that are inconsistent with the principles of economy and sound management of public resources. After presenting the present situation in PFRON as well as examples of irregularities, author presents proposals for changes, corrective actions, and suggestions for improvements. These activities aim at improving the functioning of the fund and a better implementation of its tasks and objectives.
