Misje stabilizacyjne jako instrument zapewnienia bezpieczeństwa międzynarodowego - na przykładzie polskich wojsk w Afganistanie

Abstract

Praca ma na celu omówienie zagadnień dotyczących bezpieczeństwa międzynarodowego i roli jaką pełnią w jego zapewnieniu misje stabilizacyjne, na przykładzie misji NATO w Afganistanie i udziału w niej Wojska Polskiego. Na strukturę pracy składają się trzy rozdziały. Rozdział pierwszy to omówienie istoty i znaczenie bezpieczeństwa międzynarodowego. Poza tym dokonano przeglądu definicji bezpieczeństwa oraz określono zakres pojęciowy sporu, konfliktu i wojny, a także przedstawiono bezpieczeństwo w teoriach stosunków międzynarodowych. W rozdziale drugim skoncentrowano się na genezie i ewolucji misji stabilizacyjnych (pokojowych). Przedstawiono tu pojęcie i istotę misji pokojowych, ich kategorie i typy, a także zadania i organizację misji. Rozdział trzeci to przedstawienie kwestii związanych z misją stabilizacyjną w Afganistanie i uczestnictwa w niej polskich wojsk. Omówiono tu genezę tej misji oraz przesłanki zaangażowania w niej Polski, a także kwestie dotyczące przygotowania polskich żołnierzy do działań w Afganistanie oraz ich zadania. Ponadto dokonano tu bilansu zysków i strat udziału Polski w tej misji. Praca została napisana w oparciu o fachową literaturę dotyczącą tytułowej problematyki.

The aim of this thesis is to discuss the issues that concern the international safety, the role of stabilization missions and their assurance of that safety. The issues are presented on the example of NATO mission in Afghanistan and the participation of the Polish Army in it. This thesis consists of the three chapters. The first chapter elaborates the essence and the significance of the international safety. Apart from that, the definition of safety was checked and the conceptual range of dispute, conflict and war was defined. Moreover, the safety in the theories of international relations was presented. Chapter two is concentrated on the genesis and the evolution of stabilization (peace-keeping) missions. Here, the concept and the essence of peace-keeping missions were introduced. What is more, we can also read about the categories, types, concerns and organization of that missions. Chapter three is to present the issues associated with stabilization mission in Afghanistan and participation of the Polish Army in it. Some aspects were discussed such as the genesis of that mission, the involvement of Poland in it, and also matters concerning preparations and tasks of the Polish Army in Afghanistan. Furthermore, the outcome of profits and losses of Polish participation in this mission was established. This work was written on the basis of professional literature concerning the issues included in the title of this thesis.
