Swoboda przepływu osób w UE - konsekwencje dla pracowników polskich w wybranych krajach

Abstract

Tematyka pracy skupia się wokół zagadnienia swobody przepływu osób w Unii Europejskiej, a jej celem jest analiza konsekwencji swobody przepływu osób dla pracowników poszukujących pracy za granicą. Przedstawiono w niej podstawowe pojęcia wiążące się bezpośrednio ze swobodnym przepływem osób jako jedną z podstawowych swobód UE, omówiono zagadnienie otwierania rynków pracy przez poszczególne państwa tzw. „starej” Unii oraz dokonano gruntownej analizy polskiej emigracji zarobkowej, posługując się przykładami czterech najpopularniejszych państw migracji Polaków, tj. Wielkiej Brytanii, Irlandii, Niemiec i Holandii. Analiza ta wykazała, że swoboda przepływu osób interpretowana w kontekście możliwości uzyskania legalnego zatrudnienia w poszczególnych państwach UE ma w swym całokształcie pozytywne konsekwencje dla pracowników, które należy postrzegać w szansie uniknięcia bezrobocia w Polsce, poprawie statusu ekonomicznego dzięki wyższym zarobkom oraz co bardzo istotne, w objęciu systemem socjalnym państwa przyjmującego. Negatywne aspekty migracji poakcesyjnej związane są natomiast szczególnie z powrotem do kraju, ponieważ wciąż znacznej liczby re-emigrantów dotyczy sytuacja return of failure, a więc porażki, odnoszącej się zwłaszcza do trudności z odnalezieniem się na polskim rynku pracy.

The subject of the work is centered around the issues of free movement of persons in the European Union; the purpose of the work is to analyze the consequences of the free movement for workers seeking work abroad. It also presents the basic concepts connected with the free movement of persons as one of the fundamental rights within the EU; it also discusses the matter of opening the labor markets by individual states of so called "Old" EU. The thesis presents a thorough analysis of the Polish emigration, using the examples of the four most popular countries for the migration i.e. The United Kingdom, Ireland, Germany and the Netherlands. This analysis showed that the free movement of persons interpreted in the context of the possibility of obtaining legal employment across the EU has, in most, positive consequences for employees. It can be seen as a chance to avoid unemployment in Poland, an improvement of the economic status due to higher wages, and, what is very important, in becoming a part of the the social system of the host country. The negative aspects of post-accession migration are mostly connected with the return to the country of origin, because still a significant number of re-emigrants suffer from a „return of failure” situation, and the failure is particularly related to the difficulty of readjusting to the Polish labor market.
