Udział Policji w zapewnieniu bezpieczeństwa i porządku publicznego oraz zwalczaniu przestępczości w Polsce w latach 2004-2013

Abstract

Bezpieczeństwo i porządek publiczny to kluczowe zadania realizowane przez współczesne demokratyczne państwa. Dużym wyzwaniem jest utrzymanie jak najwyższego stanu bezpieczeństwa wewnętrznego przy jednoczesnym braku ograniczenia swobody i wolności ludzkiej. Celem niniejszej pracy było zbadanie jaki wpływ mają działania Policji na występowanie współczesnych zagrożeń, wynikających bezpośrednio z bezprawnej działalności człowieka. Przeprowadzone badania pokazują, czy w latach 2004 – 2013 nastąpił wzrost lub spadek przestępczości w Polsce oraz jaki jest stan poczucia bezpieczeństwa wśród mieszkańców. Pierwszy rozdział zawiera opis podstawowych zagadnień związanych z bezpieczeństwem i porządkiem publicznym. Wymieniono w nim również zadania spoczywające na administracji państwowej odpowiedzialnej za nadzór i utrzymanie stanu bezpieczeństwa publicznego. Rozdział drugi zawiera charakterystykę zadań i uprawnień Policji wynikających z przepisów prawnych oraz opis działań poprawiających stan bezpieczeństwa realizowanych w ciągu ostatnich lat. Rozdział ten zawiera również dane statystyczne dotyczące przestępczości w Polsce oraz wyniki ankiet na temat poczucia bezpieczeństwa wśród mieszkańców. Rozdział trzeci poświęcony został metodologii i analizie przeprowadzonych badań. Wyniki badań pokazały, że Policja w dużym stopniu przyczynia się do poprawy stanu bezpieczeństwa w naszym kraju. Skrupulatna i rzetelna praca wykonana przez Policję w ciągu ostatnich dziesięciu lat przynosi wymierne korzyści, czego efektem jest spadek przestępczości aż o 27% oraz wzrost poczucia bezpieczeństwa o 31%. Ogólny poziom bezpieczeństwa z roku na rok się poprawił, a ciągle malejąca przestępczość sprawia, że w Polsce żyje się coraz lepiej.

Security and public order are the main tasks implemented by the contemporary democratic states. The big challenge is maintain the highest state of internal security in the absence of restrictions on freedom and human freedom. The aim of this thesis is examine the impact of police activities on the occurrence of contemporary threats, stemming directly from the unlawful activities of man. Research has shown that in the years 2004 - 2013 there was an increase or decrease in crime in Poland, and what is the state of feeling of security among residents. The first chapter of thesis describes the basic issues relating to security and public order. It also lists the tasks of the state administration responsible for the supervision and maintenance of public safety. The second chapter of thesis describes the nature of the tasks and powers of the Police under the legislation and the description of the activities carried out to improve the security situation for recent years. This chapter also includes statistics on crime in Poland and the results of surveys on the sense of security among residents. The third chapter of thesis concerns the methodology and analysis of the study. The results showed that the police largely contributes to the improvement of the security situation in our country. Meticulous and thorough work done by the police for the past ten years, brings tangible benefits, resulting in a decrease in crime by up to 27% and increase the sense of security by 31%. The overall security level from year to year has improved, and constantly decreasing crime makes that life in Poland is getting better.
